Project of the Guidance for Resource Recycling Business Reporting in Year 2015 and 2016

During the implementation period of this project, the management of the responsible enterprises was continuously examined and advanced; additionally, standard operating procedures for review and guidance services were updated, charges declaration statuses of responsible enterprises were carefully inspected, follow-up guidance for enterprises with abnormal declarations, dormant accounts and annulment registration was provided, and education and training for the project personnel were performed. Also, through the internal audit performed every two months, the above described tasks were inspected to ensure the quality of operations. During the implementation period of the project, the assistance was provided to the Environmental Protection Administration Executive Yuan in review and guidance of registration, declaration, making payments, and other processes for more than 29,000 responsible enterprises, and the review, guidance and filing processes of the first-time registration, change registration, annulation registration, and applications for annual declarations of 13,873 enterprises were completed. In addition, the amount collected from enterprises that have declared but not yet paid was NTD 193.78 million. The guidance was also provided for 6,063 enterprises that were suspected of being unregistered, of which 1,091 enterprises completed the registration. The total amount of recovered payments was NTD 46.4 million. In terms of advancement and examination of the management system for responsible enterprises, this project aimed at the implementation of improvement measures for five major issues, including: (1) Propose six suggestions regarding the amendments to tariff in order to improve the effectiveness of customs cross-checking; (2) Analyze the results of the pilot operation for online registration, and it is advisable to maintain the verification process with dual IDs ; (3) Include the procedure audit process to enhance the operation quality of this project; (4) Employ product barcodes to enhance crosscheck efficiency of the business registration and import documents of customs to strengthen the management of unregistered enterprises; (5) Modify the declaration form for responsible enterprises to enhance the effectiveness of future application of declaration information and analysis of results. With respect to the development of supporting measures in compliance to regulations and ordinances, through collaboration with the Environmental Protection Administration in this Project, the planning of three following supporting measures was completed, including: (1) Complete the check on the information to be amended according to the draft law of the organizational reform for the Ministry of Environment and Resources; (2) Formulate the calculation method and management system for late payment penalties and interests according to the draft waste reduction and recycling act; (3) Develop relevant supporting measures for the amended announcement of articles or package containers and the scope of enterprises responsible for recycling, clearance and disposal of such articles or package containers. Finally, in regard to strengthening the promotion of business volume declaration, in this Project, there were a total of 26 sessions of seminars held and 1,928 participants attended. The results of the questionnaire survey filled out by attendees indicated that they all have satisfaction levels of over 90%. Also, the on-site guidance was provided for 223 enterprises, 120,161 consultation calls were made, and 5,000 copies of operation manuals and 22,100 copies of brochures were printed to help reduce the problems encountered by enterprises in declaration process.
